Realistically it’s never going to happen in Oz (and it probably doesn’t actually happen all the time in Denmark, it was just a once off PSA), but I’ve often wondered how hard it would be to have an enforced purchase system, say if you get pulled up by the Po for having no lights/helmet/beard, you are forced to buy the object in question (within a set period) and produce a reciept otherwise you are fined?
