So I was following this one for a friend. Who has passed it up due it a lack of funds. But it got passed in anyway, and has been relisted CHEAP.

Would be perfect for someone small - as either fixed or single-speed. Here’s the seller’s response to some questions I asked her:
" Hi. The fork and rear bridge are both drilled for
brakes. The wheels are clinchers. The flip flop
hub has a fixed cog on one side and a thread on
the other which can have either a free wheel cog
or fixed wheel cog screwed to it. The top tube is
49cm centre to centre and the seat tube from the
centre of the crank to the horizontal mark is
49cm. The bike is square with the top tube sloping
