Yeah the stem is pretty damn ugly. I have a feeling that performance may have taken priority over looks though.

everyone who is riding a modern carbon track frame is running an erect stem in mass start races

new frames are designed so you can do everything on the one bike, which means a very short headtube for pursuits

at the track running an erection stem is completely acceptable because nobody gives a shit about what your bike looks like there

the occasional sprinter is running an erection stem but most of them at a high level are running very long and very slammed stems
