I spotted that last night and had a good look at it.
Cannot see any paint mismatches or anything so if it did I am thinking it was a looooong time ago.
That may explain the Hoffy BB shell with the Van Werkhoven stickers though???

I suspect it simply means that it’s been repainted at some point in its life.
Well I mnaged to get it to a working condition today so hopefully will go for a spin around Chandler with Rhino tomorrow.
Running 48/16 gearing so hopefully that will be OK?!?!?
I run 32/20 on my 29er MTB and have ridden SS MTB exclusively for almost 2 years so hopefully will adapt to the track reasonably easily.
I elected to ignore the advice to get fluoro yellow bar tape and went with the white, yellow, white yellow colour scheme instead.

A bit of an update for your viewing pleasure.
Replaced the Shimano 105 cranks for some Sakae Customs that I picked up for $20 including a 53t and a 42t chainring as pictured.
replaced the roadie bars for a set of Nitto B123’s that I got for an absolute bargain from B_rad.
Currently trialling 43/13 gearing (87.2 gear inches). This option was cheaper than buying a larger chainring to go with my 16t cog and will allow me to run 42/16 on the street by swapping the cog rather than having to muck around removing and reinstalling chainrings.
Only thing that I may do now is replace the ugly black seatpost with a silver one and replace the black saddle with a white one.
cranks are 144bcd? I have a couple of chainrings lying around in that case. In the 42-52 range.
