It is legitimate - I contacted Paypal Security over the weekend - got the reply this morning:

After researching your email and
your account, I can verify that the promotion that you are inquiring
about is legitimate and is from PayPal. Until you attempt to log into
your account, the promotion page, help pages, etc do not show as secure
sites. They are secure websites, but it will not show the lock as no
information is needed from you on your account.

Thanks for sharing your concerns with us. We value what you have to say,
and we know situations like this can be difficult. If you have more
questions, visit our Help Center by clicking “Help” in the top right
corner of any PayPal page.

Also - go to the Paypal site, click “Buy Items” then click “Start Shopping” then “Start Shopping Online” and it links to the same Paypal offers site.

we should at least get an email from paypal telling us that we’re gettin $20 bucks when we make the purchase. It seems pretty BS, as if it was an empty promise (with lots of small print) getting our hopes up.
