I will be happily flamed and or corrected but most 1970 european bicycles I have seen, the cables cross over the handlebars. The german seems to have routed them in front of the handlebarslike the americans and then been forced to use the ties etc.

I’d say it has been test ridden since building up - identifying the overlong brake cables chattered, so used a dodgy cable tie rather than shortening the cables.
