Does anybody know who could have made this track frame as the lugwork must be unique to one builder ?.

that type of lug wasnt all that uncommon in the day, its got some hearts, so i’ll have a guess at a late hartley. but i dont know much aboutmuch
I was going to say Hartley as well. I think they originated from Bendigo, Victoria

i’m about to put a frame up for sale here that has very similar lugs.
the fork crowns are identical, and the lug section for the top tube and down tube are the same as well, but the head tube is a completely different cut.
does yours have super short drop outs?
and an oil point in the bottom bracket?
