I have a bunch of these - either flat or with a dog leg bend in them if you want some - just pay postage.
They are about 25mm between holes…
Not the cleanest look but I’ve used it on a rack with no probs.
Also: I reckon p-clips would work fine and I have those too, although any decent bike shop should almost give your some, or charge a gold coin.
