what frame is this?

Anyone know what frame this is?

i only got one pic of it. it has a pic australia engraved on the lugs front steerer tube and on the fork lugs. ive recently sandblasted it to get a new paint coat on it.

got 28 inch wheels on it if that helps?

Maybe a Bates or Healing, just a guess though and a pretty uneducated one at that.
